Well, to put it in much simpler terms, I'm guessing that its about 'Love' of course. Its about young love, telling someone that you love them before they're gone, which means before death takes the redness of their lips and turn blue?

"Hold another hand while the hand's still without a tool"

Tool being an instrument for a job? Like a briefcase even. So like the meaning mentioned above, maybe its trying to say that you should just hold hands while you're still young, innocent and still have the time to.

"Drown into eyes while they're still blind"

Let's say you substitute the word 'blind' with 'innocent'. Since that's what I think it actually means. Look into each other's eyes while you're still young and innocent and still have sights for each other?

"Love while the night still hides the withering dawn"

Simple. Night time is party time. In the day, you have to get up and go to work! Hahahaha!
